2020 Draft Comprehensive Economic Development Strategy (CEDS)
What is a CEDS?
A Comprehensive Economic Development Strategy, or CEDS, is a strategic planning document designed to help guide the economic growth of an area. It is a regional strategy which reflects local economic development needs and priorities and recommends a regional approach to achieving sustainable economic development. A CEDS is required to qualify for U.S. Economic Development Administration (EDA) assistance under its Public Works and Planning Programs.
How is the CEDS developed?
The CEDS is developed by reviewing current demographic and economic data, by conducting outreach to communities in the planning region, and by utilizing input from the Bear Paw Development Strategy Committee. These resources help to develop the regional background, SWOT analysis, and action plan for the CEDS.
What is the purpose of the CEDS?
The purpose of the CEDS is to guide decision-makers in their pursuit of economic and community development activities. The CEDS outlines the priorities that residents have identified and provides a plan with goals, strategies, and action items for growing and strengthening the regional economy. Local governments, businesses, and organizations can utilize the CEDS as a tool for planning and implementing new projects.

A draft of the 2020 CEDS is available below. BPDC is currently taking comments on the CEDS and residents are encouraged to provide feedback. When will the final version of the CEDS be available?
The completed 2020 CEDS will be available for viewing and downloading in January of 2021.
